Try:

  1. JStor, with successful keywords = eugenics and "social engineering";
  2. Ebsco with keywords = eugenics and social and policy
  3. Opposing viewpoints with keywords = eugenics or "birth defect"
  4. Global issues in context with keywords = eugenics


These were quite capable for finding the theory of eugenics and the intersection of biology and government social policy, and how eugenics would affect marginalized groups.  Sage Sociology was more clinical, not optimum.
