SBBI, the publisher of Cost of Capital, ceased this publication in 2013. Similar data is available in a different publication called Valuation Handbook: Industry Cost of Capital of which 2014 to 2018 is available. The 2018 is the most current hardcopy and located at the Reference Desk. This is not available in print anymore. This resource is now owned and updated by Kroll and is only available online. Bentley doesn't have a subscription to Kroll.

Here is an excellent discussion of COST OF CAPITAL: WHAT IT IS & HOW TO CALCULATE IT from Harvard Business School Online Business Insights Blog. You can look for the data, in other Bentley & Trading Room resources, to plug into the WACC formula to calculate the Cost of Capital.
